The Phoenix Emperor was the ruler of Ritsaku before the war of the Gods. The Ritsakan people left behind on Lerias have elevated him to godhood.

Belief of the Priesthood: The priests of the Phoenix emperor strive to keep the culture of Ritsaku whole and untarnished. They strive for an ordered society and believe that the best way to go about it is to restore the ways of ancient Ritsaku. The Western followers of the Phoenix Emperor believe that the only way of resisting the temptations of evil to the rely upon the traditions of one’s ancestors. The wisdom of the past is the only guide one needs for their life.
