The Barthmont Accords

The Barthmont Accords ended the civil war and paved the way to the modern kingdom of Bralor in 1823, it completely reorganized the monarchy and how the kingdom governed its territory. The king would no longer inherits the throne, instead a newly formed royal council would vote on who the king would be (or vote to remove if the king oversteps). There are 9 members on the royal council and they would handle the day to day administration of the kingdom (Taxation, trade goods, food supply, and compiling reports from the provinces) as well as acting as the highest court in the land, the king would deal mostly with overseeing war and foreign affairs. The royal council would also write new proposals and reforms to the king to approve (needing only 5 members to support the bill), if the king vetos the bill then the only way the royal council can override is to have every royal council member approve the bill. When a seat on the royal council opens up an election is held with the provincial councils being the ones to cast the votes.   The Accords divided up the kingdom into 4 provinces (Northbrook, Eastbrook, SouthBrook, and Westbrook), each controlled by a provincial council of 5 members. When a seat opens up on the provincial council a election held across the province by the population to decide who the next provincial council member will be, Usually the only candidates to stand a chance of being elected were those who have served as regional mayor (though there have been exceptions). The provincial council oversees the administration and legislative activity of the province, it would also be a special court if required. The provincial council would also nominate the regional mayors.   The Regional mayors govern the settlement they're given, as well as the surrounding land around said settlement. to become a regional mayor the candidate must be of noble lineage.

Purpose

The accords ended the civil war between Barthmont and Highsummit, both parties were brought to negotiations after a multi-year long siege that caused a stalemate.
