Merrian Racial Accords

In 2500AC, nations across Merra signed the Merrian Racial Accords, which dictates which races fall under international, national and local laws. Such races would be uniformally treated the same under law. This also determined who was required to pay taxes and serve in the military but also be protected by its laws.   The Kingdom of Arboria was not interested in the Accord, for most of their countrymen are elves and the fey. Although they ultimately signed the document they are rumoured to not uphold it.   The Republic of Dezaria entered into this Accord shortly after it was founded in 3527AC.   Notable exceptions of races under the Accord include tieflings, orcs, goblins, hobgoblins, bugbears and giants, despite their level of sentience being comparable to any other of the Accord races.   There is an extremely limited potential for half breeds across races, but can occur where one parent is human and the other either an Elves or Orc. Such half-breeds were generally accepted on the basis that at least one parent was from an Accord race, but the likes of Half-orcs were often still found as undesirable until they prove their worth, both as strong capable warriors and even skilled trades people.   As for half-elves, they are a mostly accepted by most except for Arborian High Elves see them as an insult.   Some have pushed to expand the list of races under the Accord, but except for the Tabaxi and Goliath Amendments, no other has succeeded. This may be in part that Orc and Goblins hail from the unknown eastern lands and are not often found in the Merrian countries. However Tieflings have always been at the risk of misfortune as a result of being excluded under the Accord.
