The dreamer is a unique condition that emerges from enlightenment, once an individual discovers that reality is merely a dream they are struck with the fact they aren't real. Accepting that one isn't real causes their entire being and history to be erased from everyone's memories leaving only fragments while refusing to accept you are not real results in the individual entering a lucid dream state where they alter the world around them as if they control the dream. Dreamers don't know they are dreaming typically making it impossible for this info to be known by anyone without them becoming a Dreamer themself.
The dreamers most notably surpass any divine being, with a few divines themselves being Dreamers such as the Titan from the World Smiths. However by definition, you wouldn't call Dreamers gods as they can't guide their changes to the world. The most crucial Dreamer to the world's existence and once god of dreams is Meskou, as the entirety of the world resides within their dream. But the knowledge of Meskou the Dream god has faded, once flourishing within the events of the Shattering where people were brought into her mind, but through the minds cracking the world was altered to form what it is now and Meskou was permanently petrified.
