Gnomish People's Republic

Structure

The Gnomish People's Republic is a Federal One Party Socialist Republic. It is composed of 27 different autonomous communes.   The government is divided into two branches: Legislative and Judicial. Legislative is responsible for drafting laws, and the Judicial is responsible for reviewing and implementing them. In theory, both are equal, but the judicial is firmly under the sway of the legislative.   Each Commune is responsible for their own organization and provides a representative to the Federal House, The Oversight Commission, and a judge to the Upper Regulatory Council   The head of the legislative branch, and the effective head of government, is the Great Foreman. De jure, this position is an overseeing role of the legislative house, with a veto power. De facto, the Great Foreman has been infused with all the authorities of the state.   The judicial branch has no formal head and is composed of 28 [Great Regulator]. 27 are appointed by the Communes. One is appointed by the Great Foreman. De jure, all are equal and review all new legislation and the relevance of existing regulation. De facto, the person appointed by the Great Foreman has undue influence over the party.

History

During the Industrial Revolutions, a large number of Red Gnomes broke away from slavery of the Red Mountain Halls. They founded the Free Gnomish Republic in the territories adjacent to their former masters.   As the Gnomes were poor and largely uneducated, this first state was most founded on idealism and not strong foundations.   It quickly fell into a cycle of poverty and abuse by its neighbours. Though no longer slaves, different nations took advantage of this young republic through a series of unfair treaties. Following the Great Factory Fire, a series of revolts sparked up. These revolts turned to revolution.   Eventually the Communists won out in the fighting, preaching an end to the exploitation and humiliation the Gnomes had suffered since their freedom.
