Rada

The immaculate Shystone floor has been smeared with blood. Seven dragons looked down upon the beaten prisoner from their elaborate bone seats as he was brought in by a pair of Clawstoppers. Rada was in session to discuss the fate of the thief.

Structure

Rada is a ruling collection of Masters of their own crafts and Arch-priests from within a settlement or tribe it is located in.   Rahs are individuals that comprise Rada, and each Rada generally counts 3-12 Rahs, depending on the tribe's size.

Public Agenda

Rada presides over manners that span more than a single Master's or Archpriest's jurisdiction as well as resolves conflicts in absence of a specific Master. For example, should a small tribe not have their own Clawmaster, Rada will be deciding over matters pertaining Clawstoppers until a new Clawmaster is promoted.   The goal of all Radas are to rule fairly and democraticly and minimize impact of a single individual misusing the power granted to them.

Assets

Rada presides in a building or dwelling that is specifically built to allow everyone inside private hearing. The nature and appearance of Rada's quarters tends to vary depending on tribes in question.

History

It is assumed that Rada first came into being from Theocratic rulership of Archpriests of Strife and Perseverance. In fact, some Fire dragon tribes still have Archpriests ruling over their subjects instead of Rada.   Eventually, as tribes settled into bigger settlements, the necessity for advisors became apparent as the two arch-priests were unable to comprehend details pertaining conflicts created within ranks of other professions. The first Rada was created from the most knowledgeable Masters as advisors, yet all the ruling power was still in the claws of the Archpriests back then. Still, the seeds of council rulership has been sown and over time, the privileges and obligations of Masters grew. To this day, the law which leaves the Archpriests the final say - veto - is still in effect, however, it tends to be utilized rarely and most matters decided by Masters themselves.

Religion

Radas are only rarely not represented by both Archpriests of Perseverance and Strife. Any tribe or settlement that is a part of this exception generally makes their priest represent both religions, even if they are practitioners of only one of them.
