Emperor of the Tzynn
The Emperor of the Tzynn is the hereditary absolutist monarch and head of state/government of the Tzynn Empire. The primary role of the Emperor is to direct the Tzynn military in both the defence and expansion of the Empire. The office of Emperor is also the sole lawmaking body within the Tzynn Empire, and as such, all laws are either proposed or confirmed by the Emperor. The Emperor is supported by the Tzynn Imperial Council and the much more secretive privy council.
Tzynnia was united by the first Emperor of the Tzynn, Hask'Mezak, in 1754 CE. Following a series of brutal global wars, Hask'Mezak destroyed all opposition to his rule and proclaimed himself Emperor. Since then, his descendants have ruled Tzynnia and the Tzynn Empire.
In addition to the Imperial Army and Imperial Starfleet, the Emperor commands the direct loyalty of the Imperial Guard. The Imperial Guard is a body of highly-trained soldiers, acting as a combination of shock troops, special forces, bodyguards, and guards for particularly sensitive Imperial locations. Imperial Guard units are often stationed within the other branches of the military to ensure both loyalty and the accurate following of the Emperor's orders.
In addition to providing heirs to the Emperor, the imperial harem performs important social and political functions. Due to their stringent upbringing, the members of the harem are considered among the most loyal servants of the Empire, and by extension, the Emperor. They often receive training as bodyguards for the Emperor, vet incoming members of the Imperial Council or privy council, and in some cases, act as personal spies and agents of the Emperor. Particularly intelligent concubines often serve as prominent advisors to the Emperor.
While there is a preference for male heirs to be selected (due to the logistics of producing multiple heirs), there is no rule or law preventing the selection of a female heir. In 1977 CE, while on his deathbed, Emperor Hask'Lagan changed his heir selection to one of his daughters - Torba'Kari. Although incredibly controversial at the time, Torba'Kari became the first Empress of the Tzynn. This created the odd situation where the laws of the Empire continued to demand the establishment of an all-female harem for the purposes of guaranteeing an heir, while there was a female Empress. As there were very few options for male concubines (since none had been prepared from birth for the position), the traditional harem structure continued. Eventually the Empress was able to find male concubines and had a number of children to secure the succession.

The Emperor has the power to arrest and execute any individual in the Empire, pardon any convicted criminal, confiscate property, create or disband organisations, confer or retract titles of nobility, establish the budget, propose, pass, or veto laws, declare war, among others. However, in practice, the Emperor is limited by the support of the military. While the Emperor is the head of the military, it is its own body that often acts somewhat independently due to its size.In addition to the Imperial Army and Imperial Starfleet, the Emperor commands the direct loyalty of the Imperial Guard. In order to safeguard the succession of the Emperor, the position is granted a large harem from which to produce heirs. The imperial harem is comprised of a mix of free and enslaved female Tzynn, who are selected for their loyalty to the Emperor, their fertility, and more recently, their genetics. Members of the harem are often prepared from birth for the role, as it carries some measure of prestige for the families or slaving guilds that provide the women. From the children produced by the imperial harem, the Emperor selects a single heir to inherit the position. Prior to Hask'Mezak's unification of Tzynnia, disfavoured heirs were executed in order to prevent pretender uprisings.
