I regret to inform you that there has been an oversight in the latest assignment to the Hopewell. I did not request a replacement Chief Officer- as a matter of fact, I had previously filed approval to promote Lieutenant Margot Anista to the position, and I find it doubtful that there could be any complaints about her qualifications or dedication to service. I cannot fathom why I have been assigned an officer fresh out of training, let alone how I am supposed to give him command over my crew. I am unaware if you had anything to do with this matter, but allow me to assure you that, if you'd have met this Officer Allen, you should have immediately seen that he does not belong in this position. I have heard talk that he comes from wealth, so I'm inclined to believe that his parents' gold is currently lining our coffers. If I'm out of line in that assumption, do please correct me. However, I hope that this situation can be remedied before the Hopewell leaves port on Wednesday, as I can assure you with all confidence that Officer Allen is completely unprepared for any command position, let alone one of this caliber. Quinn is exceptional at combat, both armed and unarmed, though he sometimes allows his emotions to guide him more than his training. He's also well trained in strategy and command techniques, though he does not have as much opportunity to utilize these.

Personal history
Quinn was born the only child of a wealthy trading family in Port Ten Emerit, the center of trade of mainland Fharyn, and as such he lived a very privileged childhood. His favorite view as a child was that of the sun setting or rising over the busy harbor of the port, and that love of the ocean lead to a determination to become a sailor. Rather than joining his parents' merchant fleet, however, young Quinn decided that he wanted to grow up to join the navy. His parents, though lukewarm at best to that idea, nonetheless humored him and allowed him to enroll in the Fharyn Naval Training program. They hoped that the rigor of training would bring Quinn to his senses, but they were astoundingly incorrect. Quinn excelled at his studies and picked up a strong sense of justice along the way. This caused him to pursue a position among the Fharyn Defense Fleet, a specialized group under Navy jurisdiction that was dedicated to hunting pirates. Quinn's parents absolutely detested the idea that their son would put himself in so much danger as well as forsaking the family business, but they knew him well enough to recognize that they wouldn't change his mind. Instead, they levied their money and influence in order to purchase him a command position with one of the most notoriously successful yet strict captains in the fleet, hoping that he would quench his taste for adventure and come home to a safer life.
