Stephen Lang
On the opposite spectrum of military excellence from Peter Florian is Ensign Stephen Lang: a US naval aviator who wanted to be a pilot his whole life. But also seemed to attract trouble wherever he goes.
Stephen was barely accepted into the U.S Naval Academy in his hometown of Annapolis, thanks to his uncle using his contacts at the Academy to push his paperwork through even though he barely had enough flight hours to be accepted and his medical paperwork jamming up his application.
After barely managing to graduate from the Academy, he was stationed on the USS Nimitz at the Naval Base in Norfolk, Virginia as a naval aviator. However, during his first training exercise, he clipped his wingman and nearly killed them both. After this his flight status was suspended.
Grounded on the carrier and finding out one of his best friends in the Navy got his girlfriend pregnant, Lang nearly killed his fellow aviator in a bar room fight. And that was the excuse The Navy needed to get rid of him.
After The Navy discharged him, Lang was approached by members of the Secret Service who ask him to take on a teaching position at the Houndsmoth School for Empowered Learning to gather intel on the school after getting reports of missing students under mysterious circumstances.
Lang accepts the role and becomes the Driver's Ed teacher during Season 2.
Lang and Peter will be paired up, since Lang tries to be his friend by talking about his military career and Peter having no respect for him because of his shabby military career.
However, during his time at Houndsmoth, Lang learns his emerging storm powers were the forces that kept messing up his pilot career.
After Houndsmoth, he learns to control his powers at the Cloud 9 Colony Cluster Installation and is even accepted into Superior Society, LLC.

Able to create low/high pressure centers around his body to either produce bursts of winds and create mini-storm clouds to act as a mobile battery
Unrestrained use of these two types of powers together would create enormous tornadoes/hurricanes/other devastating weather phenomenon (uses special flight suit for flight).
