Superior Society Accords

After the events of the initial three seasons of The Heretics (of Houndsmoth) where the initial cast of students at Houndsmoth return home, the emergence of Empowered Individuals (EPIs) or people with super powers trickle into the developed nations of the world.

As the numbers of these EPIs grew, vigilante justice and acts of significant collateral damage spread all over the world.

With no tools to prosecute those responsible for the destruction or laws to regulate the use of these powers, the world sank into chaos.

Until a comprehensive plan to create a system of laws and regulatory bodies is proposed on the floor of the US senate, seemingly out of thin air. This plan became known as "The Superior Society Accords."

Inspired by Mr. "S" and his Sierra Squad (now Superior Society, LLC), these accords would require anyone who is an EPI to become accredited as a Superior-Powered Peace Contractor or SPPC & join a Superior-Branded Liability Corporation or SBLC.

These SBLCs would:
  • Require a membership of no less than 7 members.
  • Acquire an active SPPC insurance policy to cover any catastrophic damage in the line of duty.
  • Produce a taxable income generated from the service of their community.
Exceptions to these rules would be Industry Subcontracted Support Firms & Auxiliary Service Providers.

These accords also created the Superior-Branded Licensing Bureau: a regulatory body that would administer SPPC & SBLC licenses and accreditation programs.

Their regional SBLC liaison offices would act as command centers where SBLCs in their jurisdiction would report to for: special mission assignments, reaccreditation, disciplinary actions & detainment of captured Public Safety Violators or PSVs.

Many times, the bureau will call in individual SBLCs out of their line-of-work and require them to complete assigned bureau work (raiding PSV hideouts, assisting law enforcement, defeat city-threatening events, etc) in order to maintain their accreditation.

If you are an EPI who isn't accredited as an SPPC, you ARE NOT allowed to use your powers in public or private. Violators will be labelled as PSVs and taken to detention facilities. Black listed from joining SBLCs.

The themes of these accords are to highlight the government's role in labeling society's heroes and villains and the over-regulation of public and private life we all are forced to be a part of in order to exercise our rights as citizens.
