A fixed point in time is a temporal phenomenon in which an individual or event absolutely must progress a certain way for the sake of the integrity of the entire universe. Tampering with them in any way has dire consequences, from the collapse of time itself on up. As such, no one dared to meddle with them, not even species that usually tampered with history on a whim, such as Daleks. While they allow for some flexibility, a fixed point cannot be meddled with without these risks involved.
