The Protectors
Arising out of the chaos of the "Cleansing" of Albar, a group colloquially known as "the Protectors" formed with the goal of protecting the average Albarian citizen from the encroaching Stenza menace. Technically listed as a crime syndicate by The Nine Systems, the Protectors claim instead that they are trying to restore order where the previous social contract had been broken. The group provides free passage offworld for Albarians, and funds its operations through trade in Althusian Tobacco, Ale, and other drugs, as well as extorting protection fees from Stenza loyalists on Albar. They are most well-known for (in official news) provoking Stenza soldiers into violence (and unofficially, using violent means to stop attacks on the defenseless, such as children).
Protectors make a point of blending in with average Albarian citizens in order to evade detection until the last possible opportunity. However, it is also common knowledge that they carry around both small bladed weapons (knives, daggers, and the like), and energy-based pistols. Stenza media have seized on this in its efforts to make the Protectors on the whole look as evil as possible, although this has been met with somewhat controversial results both within the species and without. (It is widely known that Stenza actions on Albar are the reason Ta'zhen retired early from military service, and many consider it a protest of sorts. She has not specified.)
Albarian Sandibari are often friends of the Protectors and provide them intelligence on Stenza movements on the ground and in space. Though this is one of the activities that places Albarian Sandibari at odds with their Mudeweian and other counterparts, some other groups, such as Althusian Sandibari, consider it a great humanitarian (alienitarian?) effort.

So these guys are a bit like rebels, trying to protect their own people by fighting violence with violence? Really interesting. I'd love to know more about them.

It's a little bit resistance, a little bit organized crime. Sort of a "voice for the voiceless" type thing.
