Bishop of Avignon

The Bishop of Avignon is the first Bishop in the Church of Ore-Tsar.  Thus they claim prevalence over all other Bishops.  This is disputed, most notably, by the BISHOP OF ANGLAMAY.     The Bishop of Avignon was the founder of not only the Bishopric, but also is the temporal ruler of the City.  This is because the city was in ruins when the city was first reached by Philip and the other disciples of ORE-TSAR.  When Philip left the city to take the message of Ore-Tsar to other places, SIXTUS stayed to minister to those in Avignon.  His ministry soon turned into restoration of the City, and as he was the only power moving positively in the City he was taken as the ruler.  The rule has been mutually beneficial and the city has grown back, although it is a shadow of itself from the days prior to the conquest of Unklar.
