Many people on this continent use it for work commutes, to diplomatic meetings. Such a vast system is difficult to moderate, and the Inknotch Yakuza rules under the continent. Some even say their base is in an abandoned tunnel... This subway has become such a necessity to citizens, that it became free to use. However, it's almost impossible to enforce the law a mile under the surface, so the government sold membership passes for safe rides. The aristocrats got safer, and the government's wallet got bigger.
