The Empire of Arenia

In character, this article is a collection of primary sources ripped from archives available in Puerto Esperanza that describe the governments functions, with writings from Professor Felipa Pomar who works on the Preservation of History Project. The Professor is an Arenian living in Nuevo Navanui, and is a part of the new wave of academia that seeks to break apart Imperial conservative notions of history and is highly critical of La Ley Imperial.
    The Empire of Arenia, also commonly known as the Empire of Talarenia in its final decades, was the largest and longest-lasting empire the realm, Terota, has ever known. In its early years, it was a federalized empire of city-states, headed by the Primer (Head of State and Government) who was elected by a council of magocrats and the educated upper echelons of society that started to replace the pre-cicloist priest class after the Second Brumosa Crisis. The city-states of Arenia were mostly a total meritocracy, where gaining high positions in the government was a matter of merit and not lineage, and the empire was no different. During the times of the Commonwealth of Arenia, representatives from each member state would elect a Primer for the Commonwealth. The system eventually evolved into a more recognizable modern form after the Commonwealth fell apart. The Imperial Diet had Councilors from across Arenia to do basic legislation and elect the Primer, and the process of electing a Primer was a very tense affair, where different Councilor's would vie for the position and compete against each other over the course of their entire careers in order to curry favor with enough of their fellow Councilor's and electors in order to take the life long position.   Members of the Imperial Diet were elected through a vote from educated members of the populace in their district, which in turn influences the vote of the electors of their province in selecting qualifying candidates who have passed the Ka'nal Exam. There are a total of five electors for each province in the Empire, which totals to 135 Councilors. In addition to the Imperial Diet, there is a larger chamber called the Consejo Internacional, which comprises representatives from not only Imperial Provinces, but vassals as well, for a total of 1,227 members. The Imperial Diet was essential in maintaining national stability as it gave the appearance of providing their subjects with a voice in matters of policy and legislation. However, the reality was that only four parties were legally allowed to serve in the Imperial Diet, as there are strict moral and political positions to uphold that are not considered destructive to civilization by the standards of the most important document in the Imperial legal system, the Ley Imperial de Arenia. This document was first written and agreed upon by the city-states of the Empire in 98 ISC, and it was changed significantly in the years 635 ISC, 1267, 1719, 1845, 1911, and finally 2065, where it was in its strictest form.   The justice system of the Empire was overseen by judges who had qualified through the Ministry of Justice Ka'nal exam and were vetted by the Primer and Ministry of Peace to ensure that they did not hold radical ideas about the Ley de Arenia. The highest court in the Empire was the Corte de la Ley Imperial, a three-member court that oversaw legal cases of national importance or cases that had implications for the fundamentals of the Ley Imperial. However, the courts were under the control of the Primer, and their decisions were often influenced by the Primer's politics. As a result, the courts had a reputation for making decisions that eroded the autonomy of provinces in the Empire and were seen as an international punitive court that punished entire groups of people rather than individuals.

Primer

Last Primer: Zuma de Hoinito   The position of Primer in the Empire of Arenia was the most powerful in the realm, with the Primer being ceremonially referred to as the Councilor of all Civilization in Terota. They directed the Empire's foreign and domestic policies, and had the authority to appoint ministers, judges, and even create legislation on their own without the consultation of the Diet. Typically, they made these decisions with the guidance of trusted advisors.   Zuma de Hointio was the most prominent Hoinito Councilor and was elected Primer after the death of Luna Salazar Badinsca in 1900 ISC, and would remain the Primer until the Empires destruction in 2162. If the Empire had an iron fist before hand, then Zuma tightened the grip of Imperial power to a degree never seen in the realms history before. Zuma quickly acted on the fears of the international community of the Brumes increase in activity at the time, and flexed the power of Arenian Industry to begin construction of the sanctuary cities of Puerto Esperanza, Stalowy Duch, and the I-3 as a promise of safety, strengthening the Leylines, and a gesture of goodwill. Almost immediately after, Zuma began to plot with the Ministry of Peace to annex Apian states in order to solve the problem of their seemingly constant infighting that disrupted the flow of goods from Charstania to Arenia and vice versa. His list of achievements goes on, where he instigated a Civil War in Illagua to draw the Kingdom closer to Arenia and neuter any capabilities that the Arediani's had to oppose Imperial adventures by defeating their military and exhausting the people of the Second Republic, eventually making it a vassal state.  

Régimen Imperial

The Imperial Diet is comprised of four parties. The Partido del Avance de la Civilización, or the Advancement of Civilization Party, is the supermajority of the government and is supported by the three other legally recognized parties, known as the People's Welfare Party, the National Construction Association Party, and the Councilors of Cicloism Party.

Advancement of Civilization Party (PAC) The PAC was a far-right party consisting of councilors who wholeheartedly subscribed to the Imperial and Tyranic ideals of being the, if not the best, cultivators of Aethrin Civilization - the only ones who could do it. They were the sole ruling party of the Empire and inherited the position from the New Imperial Front of the 17th century, which was dissolved after failing to maintain the power of the First Navelian Republic. The party organized itself to be highly coordinated with its legislation, seeking ways to improve and advance civilization in a manner consistent with the general Cicloist-Imperial narrative. Their ultimate goal was to develop Arenia and its holdings to be the largest and most advanced civilization on Myzelis, eventually inheriting the planet as its domain, and becoming the true Overseer of all Civilization. 102 1,084
National Construction Association Party (PANC) PANC, was a right-wing party mainly comprised of captains of industry and entrepreneurs who prioritize maintaining Imperial supremacy in finance, building, manufacturing, construction, and commercial industries of the private and state sectors. While they support the development of new technologies and investment into state-owned and private businesses, their primary goal is to work in support of the state's interests rather than as a separate entity. They believe in a partnership between the state and private enterprise to achieve the goals of the Empire and prioritize policies that encourage investment in infrastructure and other public works projects. 12 43
Councilors of Cicloism Party (CPC) The CPC was a right wing party made up of devout Cicloists who focus on the elimination of the Inaethri legacy and Inaethri in general as a concept. They promote the Ley Imperial de Arenia as a sort of "Third Book" of Cicloism, guiding Aethrin to act in a way that helps cultivate their society and civilization as opposed to actions that can be perceived as dissident acts, which would be seen as almost heretical. Their policies are designed to maintain and strengthen the Imperial government and its power over the people, and they are staunch supporters of the PAC's vision of Arenia as the true Overseer of all Civilization. 7 35
People's Welfare Party (PBP) The PBP was a right wing party with leftist elements, founded in response to the surge of leftist movements in the mid 20th century to serve as a platform for critics of industrialism. The PBP focused on the welfare of people from the perspective of maintaining the Empire, and appeasing to environmentalists by promoting the establishment of Bio Reserves. They are also in support of promoting traditional values and culture, while maintaining the current form of government under the PAC. The PBP is seen as a balancing force in the Imperial Diet, advocating for the concerns of the people while still upholding the overall goal of advancing the Empire under the leadership of the PAC. 5 29

Corte de la Ley Imperial

The Court of Imperial Law was the highest court in the Empire. It was composed of three members, known formally as the Excelentes Jueces of the Empire, who were required to have served as judges in the lower courts for at least 20 years. The judges were chosen directly by the Primer and served for life. The court's objective was to maintain the Ley Imperial de Arenia and to sort disputes at the federal level.
  It had the authority to interpret the law and to determine the legality of legislation passed by the Imperial Diet. The court also had the power to hear cases related to high crimes, such as treason or sedition, which were seen as threats to the stability of the Empire. In such cases, the Excelentes Jueces acted as both judges and jurors, and their decision was final. The Court of Imperial Law was widely respected for its commitment to upholding the principles of the Empire, and feared by reformers who may see the end of their careers in this court.    

La Ley Imperial de Arenia | Political Fiction Disguised as a Legal Document

Commonly known as La Ley, it's the most important document for the Imperial government, similar to a constitution. It contains numerous non-negotiable clauses that must be agreed upon and followed by all member states of the Empire. Originally, it laid out strict rules and proceedings for water disputes and tax obligations to Conión upon joining, with guarantees of security and infrastructure maintenance. Over time, it has evolved to include language for the formation of a unified Imperial military, policies on how to handle first contact with other civilizations, details on the treatment of vassal states, and matters of domestic policy that override the decisions of local governments. The Ley Imperial de Arenia is not set in stone and can be amended, but only with the agreement of the Primer, who has the final say on any changes.   La Ley Imperial however, was not just a legally binding document of rules for the member states and vassals of the Empire or for it's subjects but also the cornerstone of the Empires Political Fiction. Woven within it's legal language for how Imperial subjects and states should conduct themselves, is the justification and glorification of Arenian Imperialism. The concept is inseparable to the language used within it, where there are always significant reference on every page to the use of power to act as the paternal masters of their neighbors, where in effect with the Ley is essentially every passing Imperial Primers perspective on the world around them, growing more and more toxic as the line of succession approached Zuma's Primacy. All the Primers were guilty of at least not being able to look past the metaphorical box they built for themselves as the Guardian of Terota, and at worst would intensify the fiction by adding on to and amending the Ley contributing to it's delusional nature. The worst changes came with Zuma, after the annexation of all major Apian states, dismantled the Hierarchal Clan system in favor of consolidating them all under allied Clans like the Khozra's and enshrined this act within the Ley by forbidding the reformation of Clans that were absorbed by framing it as an act against the Empire and civilization. Actions like these are why copies of the pages of the Ley, and pieces of paper with the word Ley written on them are burned during Imperial holidays in places like The Republic of the Arediāna and by groups who have a generally unfavourable opinion of the legacy of the Empire.
  Codified as it's status as the most important legal document in the Empire, all historical education in Arenia was centered around it as a sort of anchor that determined the educators and students perspective on the world. As a result discussion of the Ley in places like Puerto Esperanza are controversial at times, since conservative intellectuals rally to it's defense, at best describing the frame work it gives for Federalism as effective and efficient, or at worst see nothing wrong with the document. Due to the prolific education standards of the old Imperial system, despite the Empire and the Ley falling out of favor for the majority of people, there still remains significant defenders of the system in Arenia and Illagua.
