The Kingdom of Illagran is a confederation bound by the ancient Treaty of Apaz made up of different states run by aristocratic councils that are split up into County's or Condado's and Duchy's or Duqcado's. The Kingdom is officially lead by an Alto Rei or Alta Raíña (King or Queen) that is elected by the parliament chosen from candidates of one of the Four Alliances and is expected to serve for life, which in Illagran terms could be for multiple centuries. The Primeira/o is then chosen by the elected High King or Queen and is given powers to run the Parliament and Government known as the Consello Superior.
Members of the Parliament are hereditary leaders of their own Houses with a title of Viconteo or higher, the noble titles ranking from lowest to highest being Caballero (Knight), Cabezancia (Head Elder), Viconteo (Vice Count), Conde (Count), Duque (Duke), and Duqancia (Archduke). Not including the Royal family's titles, where their children would be referred to as Prince or Princess. Each house belongs to a different regional alliance which determines the balance of power within the Consello Superior. There are 18 Counties and Duchies in all making a total of 92 seats in the Parliament for eligible nobles. The nobles are selected by the Duqancia that control their house to fill their alliances seats. This leaves out the captured Navaleian provinces of Ricerra and Nahao for any representation in the Consello, as they are territories administered by the Imperial Remnant forces themselves.
The highest court for the Kingdom's judicial system that has at least some authority over all the territories is the Corte Real, where judges are appointed by the Royal family to serve for life. The Corte Real however is not a court that keeps other institutions in check, rather it is an arm of the Royal family to help keep the peace whenever there are laws or policy challenged by nobility either directly by calling out unfairness or introducing policy in their locality that strays too far from the Kingdom's interest.

In the end it doesn't matter what lies they tell, as any resistance would be catastrophic to the majority elven country. Enidad's iron grip on the island through force is suffocating, leaving many to try and leave to Puerto Esperanza and Republic waters, and even Karieba if they somehow don't qualify for asylum. On top of that the RDI still exists as a government in exile and has remained largely the same for as long as they have been kicked out of their own country. Waiting for the chance to finally go back home.
Alto Rei e o Familia Real
Acharoso de Novollyn: Newydi Alliance The High King is the head of state and defacto head of government in Illagran, overseeing much of what's done in their territories. Usually surrounded by the members of their court advising on how to act, they keep the government running as it's civilian face to keep the truth somewhat veiled to the public that the Alto Rei is a puppet for the Imperial First Army. It is a well known secret that they are kept in check by a intricate and almost convoluted web of lies, threats, and manipulations that leave them mostly powerless. Although they exercise some control over the civilian government, and is technically the leader of the Illagrana Garda, they are not allowed or have no interest in defying the will of General Enidad, and even if they were to act on their own the Illagrana Garda is kept too small and weak to be able to stop the Imperial 1st Army from retaliating. The most important power the High King can exercise without too much of the 1st Army's interference is being the Arbitrator of issues between the different states of the Kingdom. Acharoso de Novollyn himself is often called Enidad's hat in Republic waters. In his two and a half century reign, he has been a useful puppet for the regent and if he has any aspirations to take power for himself, then he has kept it well hidden from the watchful eyes that spend time in his throne room. His daughters Curu and Tahvanoa also serve their purpose of being a useful tool as positive public figures to maintain the face of the Royal family. Curu is an accomplished and renown Medical Professional, researching ways to dampen or eliminate the negative effects of radiation poisoning, but works at a sluggish pace without the support of the international scientific community and their resources. Tahvanoa however has been a monk for most of her adult life in the Montema Monastery, her seclusion implying she has withdrawn all interest from the politics of her family and society at large. Her stay there has of course been engineered for good public relations as an act of piety from the family as a whole somehow, which has rumored to not help out the King's effort in convincing her to comeback home. Last but not least, High Queen Archawyn is often seen as quite yet dignified, an unusual trait for the spouse of the ruler of the Kingdom, which typically had as much weight on matters of the state as the elected monarch. It's rumored she acts in the shadows and social gatherings, keeping the court in check, and other matters of intrigue likely specifically for the preservation of the Royal family. This generated a number of enemies for her, of course, and has been a deadly balancing act since she married Acharoso in 2281 ISC.Consello Superior
As the legislative arm of the Kingdom, the Consello Superior is made up of title holding nobility from the Four Alliances, which function almost like a political party but is purely based on territorial allegiances to Duque's and Duqancia's. Each faction is kept at equal footing with the 92 seats of the Council being divided equally upon each of the Four Alliances. The Primer is usually selected from an Alliance that historically or recently has butted heads with the alliance the High King or Queen is from as a political ritual to symbolize making peace and to give an air of fairness in the Council chambers.Name of Alliance | Seats | Description |

A noble from Barci or a title holder of the alliance is often held in great esteem, as their historical reputation is fondly remembered and is often the subject and inspiration of fiction and non-fiction from the island. The Riomi | 23 | The Riomi having a rough time historically would be an understatement. Nearly being wiped out in the Chumuk Era from the Vadoia's ravenous advances into Val Veiga, their Houses would be relegated to what is often seen as a relatively productive backwater that is the Valley. As such they have been looking for opportunities to elevate their status ever since, often supporting the most powerful faction in exchange for boons and benefits. |
The Vadoia | 23 | The Vadoia and it's Houses are the most controversial of political factions in Illagran. They're characterized as opportunistic, untrustworthy, and even violent depending on who you ask. The Vadoia have a deep connection with Arenia and the Peninsula, and historically often married into affluent and powerful families from there to secure allies from there, even if they would be temporary. Naturally many of the Houses welcomed the Imperial 1st Army with open arms, some even enthusiastically assisting them in their effort to attain power on the island. This did go both ways however, as Vadoia Houses who found the Arenian's arrival broke their alliance and began a heroic though futile fight to stop them from taking control. |
The Newydi | 23 | The Newydi are a wildcard as an alliance. Arriving thousands of years ago from Gylidd, they stayed out of the affairs of Illagran houses for the most part. Only butting heads with another due to a misunderstanding or if they were desperate for resources to fend off the advances of the Brume. This made them the perfect neutral faction amongst the founding alliances of Apaz, and Newydi monarchs would be the second most elected choice out of all the alliances. |
The Imperial 1st Army
The Imperial 1st Army is likely the most disliked faction in all of Terota. Often referred to as the Imperial Regent, a bronze dragon and likely the last dragon of Terota, Ka'nal General Enidad flew the survivors of his army and their families from Arenia to escape the radioactive fallout, total grid collapse, severe water shortage and famine just to name the most obvious reasons. Illagran in contrast was hit with no nuclear weapons, as there was little contribution towards the Great War from the island and so Sharadai spared it. Making it the natural place for Enidad to evacuate to as Puerto Esperanza was being overcrowded with survivors. Technically the Kingdom of Illagran was federated into the Empire, and part of the plan for Enidad's evacuation was to make sure it was secure as Imperial territory. So he was very surprised to see that the government quickly changed when he got there in 2163 along with 30,000 of his soldiers and their families. Now known as the Democratic Republic of Illagran, the nobility was on its way to irrelevanancy from politics and the economy, and was at first given a cautious welcome considering the circumstances. This cordial exchanged lasted for maybe a day or two, as Enidad enacted the Ley and declared himself the enforcer of it's contents and claiming the RDI broke it's agreement. Leading to the purge of the government and openly defiant nobility, even the former High King Tovista was killed, who agreed to the peaceful transfer of power to the Parliament. Enidad keeps control now through an intricate web of lies and propaganda that is purposefully hard to keep track of. Often times even contradicting each other, in order to sew confusion. Claims he's made include but aren't limited to: "The RDI planned to cut off food and exacerbate famine in the Peninsula, it was necessary for the 1st Army to step in."(In reference to the 2300 famine.)
