The Bloodspun Brotherhood

The Bloodspun Brotherhood are a loose confederation of pirate fleets that ply their trade across the Federated Freeholds.
The Brotherhood operates democratically, with any given fleet and its commander operating largely independent of the others, except in times of extreme crisis, when the Bloodmoot can be called to unite the fleets under a single flag, if only temporarily.
Tradition dictates that any commander of a Brotherhood ship fly the flag of the Bloodspun Brotherhood directly beneath their own flag.
