Zomae
Zomae is a major city in Xeblisau, and one of the main trade stops on the route between Chizhou and the Cradle.
It is also notable for a peculiar set of local ordinances that have led to an explosion of brothels in the city. In 3923 EC, Zomae officials decreed that all inns would be run by the city government after foreign traders became wary of stopping in the city due to crime. The closing of public inns did not solve the problem, however - these large scale city inns became a cheap, but often dangerous place to stay in the city. For the poorer citizens or travelers, the cheap hostels were a great boon - but more wealthy traders were often robbed.
In response to the ordinances, brothels became the new de-facto inns. The hiring of a companion for the evening is required even of those guests uninterested in them, and most offer companions for simple conversation, or to share a room with little interaction. Regardless, the sex work industry in the city boomed, and all attempts to change the laws have been stifled.
