Atlan
The country of Atlan has been compared to all of the countries in Namarie in some way or another, perhaps in a bid by the 'air-bags' to place a label on such a strange and mysterious colony.
For every negative one though there is always one of more distinguished respect or understanding.
They are like Thornden in their sacrilegious acts and deals with gods but also like them in their ability to overcome adversity and carve out a culture for themselves.
They are perhaps like Nomtai in the way they stick to their fractured broken community but also in their unique perspective on art and artistry itself.
They share the reckless industry and research of Peridot whilst also sharing their attitude of a small community able to build a persona that is, put simply, far larger.
In short, Atlan has cultivated such a sense of mystery around it that it has successfully hidden it's deep seated Xenophobia and distrust of surface dwellers behind rumour, myth, mystery and a sense of neutrality in all things.
They live in a claw shaped space of seabed at the bottom of the ocean on the outskirts of Namarie... a claw they claim was made by a slumbering protectors footstep. Within this claw they have broken up their country into 4 sections, one for each talon and then the larger foot itself. They co-exist within this Talon whilst only listening to the Heads of each section. This leads to large amounts of racial segregation and civil tension amongst themselves. The only thing that unites and allows the people of Atlan to get along is their disguised fear and hatred of surface dwellers.
Structure
The country is broken up into 4 sections, also called 'Claws'. One is devoted to nobility, one to military/defence, one to the lower classes and one to trade, cultivation and fishing. The races of Atlan tend to move towards different sections depending on their skills, birth and biology.

To maintain the prosperity of the Atlans and unite the 4 claws.
Assets
They possess their own assets for survival and are more resembling a bartering or farming community. They do not accept the gold, silver or copper coinage from the surface and instead choose trade.
History
The Atlan's closely guard their history but it is known that they are one of the newest civilisations to be found and have an oral tradition of history. They claim they took part in a number of great wars on the surface before deciding they were safer away from and protected against the surface dwellers.
Demography and Population
It is broken into four and amongst different races. The primary races of Atlan are:

Military
Their military consists of the community working on shifts to guard. They in short have a rather weak military that resembles more of a militia to deal with outer sea threats suc as crazed Sahuagin and Merrow.
A deep fear of theirs is that Thornden send the 'Goldrick Horror' to them.
Religion
They worship the old ritual land gods exclusively and historians imply that they originally agreed with Thorndens ritual land notion and opposed the banishment and chaining of the country.

They hold a disdain for other countries and do their best to avoid diplomacy and communication as best they can. They are often seen as a blank, empty and pointless space when countries are considering possible alliances amongst each other.
However, their defences ensure no large force would be able to attack them.
They have recently sought to extend kindnesses to Thornden after learning that the country possessed the 'Goldrick Horror'

They do not accept the Namarie currencies and instead rely on trade and bartering. For this they view surface dwellers with interest and low levels of acceptance. If what they wish to trade survives the deep sea and high pressure then it must be worth looking to trade for.
Major Imports
They do not trade in runic shards after seeing the effect of runic energy on the higher sea levels. They fear what the presence of runic energy could do to their society.
Legislative Body
There are core rules and laws that are more dictated by morals and people 'understanding' one another. This idea seems crazed and savage by surface countries standards with no written laws and people arrested based on their actions. But due to the divided claws and the close knit sense of community and protection amongst the Atlan's they work within these rules and have them ingrained into their culture and sense of hospitality. It is a mixture of brainwashing from a young age and simple common sense put simply but also enforces their strange cultural habits when on the surface.
Judicial Body
Any time a law or moral is broken it is taken to a group of magistrates who work amongst the people from that claw to come to a conclusion of what the appropriate punishment should be.
