The Bronze Citadel is a centre for magical education in Thornden created and funded in large parts by Luxanna Brightrose to represent a symbolic centre for Thornden and a space for mages to be trained to control and research magic of all kinds and creeds. 
It has been made explicitly clear by The Harbingers that the bronze citadel does not have a military affiliation but is instead a education centre for everyone in Namarie.
