They are good at their jobs, a new group, but finally a sign that Emperor Honour understands not everything is as clear cut as a dual to the death and focus on The Kae's Honour.
The Ceaseless Observers are a new (2 year old) group created in
Kaechaek to combat the growing number of threats stemming from dishonourable actions (cunning, sneaking, backstabbing, corruption and smuggling), they were formed as a response by Emperor Honour to the need for intelligent investigators into these crimes.
The Ceaseless Observers are split into investigative teams to deal with threats in
Sanctuary and further Kaechaek as they come up, though they're primarily investigating
The Dream Veil and
The Stop and their machinations.
