The Council of the divines established by The Harbingers of Thornden but made to benefit the religious sects of Namarie. 
The group are based in Nephil on an international scale in Celestia. 
Each deity domain is represented by chosen speakers who interpret the will of the gods and help act as advisors in Namarie for governments... without the pressure a theocracy could bring.
