Eldimyran Constabulary

In the days when Eldimyr was still an empire, the nation's police force was known for being well-staffed, efficient, and highly trained. Like much of the country and gold sidhen culture, however, this institution has declined since the end of the Sidhen-Orcish Wars. With less funding and perhaps even less guidance from the aristocracy that runs Eldimyr, the constabulary is now a shadow of its former self.   Those precincts that function in the residential areas are often supplanted or outnumbered by personal family guards. The bodyguards at the palace -- and the Thorose's secret police -- are a law unto themselves. Only particularly wealthy districts in some of the cities, particularly the capitol, will have well-established departments funded by the taxes or donations of those who live or work there. For example, the Royal Saernorn University and the most prestigious of the mercantile wards host nearby precincts that are the closest to what Eldimyr's police-force once was. Rural towns or counties have little better than sheriff's offices, often staffed by volunteers who may have little experience enforcing the law and even less understanding of the often maze-like ordinances that govern the once sprawling nation.   What most gold sidhe picture when they think of their constabulary, however, are the rough and tumble watchmen who operate in slums like the Tarnish. Left with few resources at their disposal to establish order among a lower class rife with drugs, gangs, protection rackets, and violence, much of Eldimyr's police force has become little better than another gang themselves. Vying for territory with the most dangerous urban groups, they will typically stake out a handful of neighborhoods and run them like any other group of thugs. They wield "the law" as a weapon against their rivals, but in truth most have little interest in either enforcing or prosecuting crimes within their jurisdiction. Instead, they employ an informal system of justice built upon vengeance and blackmail. Most citizens in areas similar to Saernorn's Tarnish district don't even bother to report crimes to the officers that may work in their boroughs.
