Borvo the Hutt

Borvo the Hutt is the Grand Harbormaster of New Ventura, an inherited title that grants him near-total control over not only the city itself but all of Nar Kaaga. Ruling from his floating sky fortress, he rarely grants audiences or makes public appearances, but like most Hutts he is known for his extravagant tastes and insatiable greed. Because New Ventura is classified as a port and not a city, it is not required to possess the sort of functional government one might expect from such a sprawling metropolis. As Grand Harbormaster, Borvo's position gives him the authority to hand down any edict or proclamation he wishes, although in practice he tends to favor a more laissez-fare approach to rulership, which has allowed the city operate as a hive of scum and villainy so wretched that it rivals the infamous Smuggler's Moon.
While little is known about Borvo's personal life, his influence is evident, if not downright prominent, in the day-to-day lives of almost any citizen. The Grand Harbormaster finds a way to squeeze profits out of whatever parts of New Ventura's thriving ecosystem as he possibly can. If someone starts making credits, one can be sure that the Port Authority will be close-by to collect 'maintenance and service' fees for their grotesque master.
