The Cyr
The current rulers of what the world knows as the Manta Throne, a formidable Empire stretching from the marshlands of Balkur to the harsh cliffsides of Nereida, and deep into the Wildlands. In spite of their namesake, the Dreadful Manta Cyr, the living family are less inclined to the conqueror's mentality. They have instead set their sights on diplomatically strengthening their Empire, and seek to end their ongoing struggle in the East as soon as possible.
Structure
The internal structure of the Cyr remains a mystery to anyone from the city-states, so as to conflagrate any plots to overthrow them. What they do know is that the Throne is upheld mostly by direct descendents of the Cyr line, and any political exchanges with the Thone are "made in blood". Even the identity of the Emperor is kept secret from the public, so as to conceal the family's current state and secretly swap out leaders when they see fit. On rare occasions, citizens of the city-states have noticed the Emperor's height "decrease dramatically" between two public appearances, and more subtle changes in the Emperor's mannerisms. These instances have been recorded by political rivals in hopes of finding a weakness in the Cyr, but they are unable to complete the picture.
Culture
The Cyr rose to power with the help of their Draconic ancestor, a bronze dragon known as Oceanus. Their scales are demonstrative of the family's connection to them, and larger birthmarks are seen as signs of the more prodigal children. It was this birthmark that the Cyr capitalized on. Soon after Manta Cyr's conquest, their descendents focused their efforts on diplomatic marriages into city-states under the new Empire in order to have a Cyr in every family. Those children grew up to become ideal political pawns for their ruling uncles and aunts, and often served as ambassadors or religious leaders in their respective regions.
In recent years, the Emperor has commissioned the city-states to manufacture arcane weapons and students alike to aid in the war effort, although he continuously preaches that the end is in sight. The Cyr continue to operate quietly underneath him to secure their Throne for many years to come.
