Neighborhood Watch

The local Thieves guild known internally as "The Neighborhood Watch".
While they operate as most thieves guilds do, they do so under the rules of The Winters Watch.

Allowed to operate as long as they do not overstep boundries and carry out more..... less than moral or socially acceptable actions that may be needed by The Winters Watch
They are seen as both a neccesary evil and extremely useful tool to Doran. Stepping out of line can mean swift reprecussions or worse, a complete purging of the orginization.
