Shrine of Luck

The characters were asked by the Leilon's council to pick up ten vials of holy water at the shrine. When the characters arrive, the place is empty, and the shrine has been ransacked. There is no sign of anyone who worked here but the characters find a silver pin displaying three parallel lightning bolts. This should indicate to them that worshippers of The Cult of Thalos are in town.
