Darkening

In early 2067, after the emergence of the Leaders of the Free Energy Resistance (LFER), along with the detection of Vanishing level energy detected within several Omega Threat metahumans, the IERA secretly begins human trials involving implantation of technology developed by their Unified Korea division for energy detection and neutralization.
In 2069 the IERA announced that they had perfected implantable technology that utilized human-generated energy to generate a field of identical power with an inverse amplitude, effectively cancelling any levels of energy generation in the subject. The IERA announcement was accompanied by a live demonstration implanting the device in a convicted Level 37 agent, who went by the alias of Black Static, showing the power levels dropping to zero as the implant was activated. Black Static became the face of the movement to neutralize individuals the IERA labelled as dangerous.
Shortly after the announcement, documents were leaked to the world by the LFER to reveal that the subjects of the early tests ended up in a vegetative state, or dead in most cases. The IERA dismissed such claims as false, but there was enough evidence that the shadow of doubt had been cast.
By 2070, the IERA’s detection and neutralization technology had become a ubiquitous tool used by the organization for stopping unauthorized energy production by people, cities, corporations, and even several small countries. These tactics elicited pushback from opposition groups whose rhetoric insisted the continued use would usher the world into a new dark age, and its use was termed by those against the IERA as “Darkening”.
