The Darkening of Waco
The city of Waco, TX refuses to acquiesce to the IERA's strict energy regulation demands. They operate for twenty-six days without providing real-time energy data to the IERA.
In return, the IERA brings military action against the city, disconnecting them from the energy grid, actively seeking out and destroying all energy stores and renewable energy sources within a sixty-mile radius of the city. The military force establishes energy detection units across the city, eventually returning access to the energy grid. However, flames from the destruction combined with high winds in the area create cascading wildfires that cannot be extinguished while water pumping stations are offline. The city is destroyed.
100,000+ were made homeless and 25,000 lives were lost, in spite of the best efforts of both local and international fire and rescue.
The incursion, authorized under United Nations Resolution 95/257 S, is completed within seventy-two hours.
