Chiraq Protectorate
Spanning a vast territory that encroaches on two other States, this rather massive Protectorate is an accumulation of Territories with hard boundaries, reinforced by generations of the People. In the early years of the Millennium the warring packs of Chicago and the outlying territories were united under one banner, the Chiraq Protectorate. This bond-shattering agreement was forged in hopes of surviving a Pure push into Chicago, and saved the lives of more than they will ever know. But the new way of doing things has outlasted the original threat, becoming a purpose for the People in and of itself. Now, the Protectorate is strong and kept strong by its Wolfblooded, who shoulder far more responsibility than in most other Territories.
Among the People, it is an absolute inverse of how things are usually done. The People includes the Wolfblooded and their Human kin in Chicagoland, and the Tribes are united in the Chiraq Protectorate.
The Chiraq Protectorate is built on the foundation of The Communion. It was an Idea out west in Colorado first. It came to Chicago in the early nineties after its founder, Derek Houler, came back from Iraq. The veteran returned to a city that operated like a warzone in certain neighborhoods and he couldn't stand to see it. The Protectorate was named for the resemblance between the two and the name was given into the whisper-mills of the City until the rapper King Louie used it in his CD, Chiraq, Drillinois.
The Packs of Chicago are special. Each one consists of two drafts. The first draft is a series of contests designed by committee to test the wolf-blooded who desire the position. Then the Communions vote on Wolf-Blooded Pack Members. The Werewolves in the area's Pack are drafted from the roster of active, trained, of-age Uratha in the Protectorate, and the choices are made by the Urugarim that the Community chose to be their Pack Members.
The Tribes of the Protectorate have set aside their differences for the sake of the Protectorate for so long as to become more of a flavor and cultural aspect of Werewolves. Tribal rivalries are petty things now, and do not matter so long as the Tribal tenet of the Oath is upheld and the Wolves hunt their favored prey. What matters more the People is their Communion. The Community Areas of Chicago are banded together in twos and threes and a single communion is placed at the shared border. The Collar Counties each have their shared border Communions, and often a Pack will send a few members to each County Communion to share and gather Intel. The Frontier Counties are wilder places and usually only have Communions on the backsides at a shared border.
