Trial- Kisuke deems whether the target is guilty, and then proceeds to render a verdict and convict.
Final Order: Death Sentence - Kisuke then absorbs the energy of the person nullified by the arrest and amplifies his flames with it, using said flames to execute the target.
Final Order: Life Sentence - Kisuke shows leniency on the target and spares their life, but forever locks their powers and abilities only to be unlocked by his hand or his death.
