The Night Masks
The Night Mask thieves guild is the largest criminal organization in the realm, they operate like a paramilitary group and follow their superior's orders without question. Their tendrils extend into every corner of the black markets and illegal businesses in most civilized areas. Rogues and ruffians from the guild never act without the express direction of their leaders.
Structure
The Night Masks are headed by a council of four called the Night Masters, who reign supreme over the entire guild. The four Night Masters have Counts who report to each one of them. Each count has several lieutenants who lead four-man squads of rank-and-file rogues: thugs, infiltrators, tricksters, spies, etc. Whatever type of agent needed for the job is delegated to them. These squads are kept ignorant of any other squad so if something happens to one group, others will not be affected. The elite of the guild are the Deathbringers (a word play on Lawbringers) they are master assassins.
Culture
The Night Masks believe in controlling the underworld as a King commands a Kingdom, they brook no dissent, every criminal (affiliated with their guild or not) is their subject and they expect their subjects to pay taxes. They try to remain inconspicuous and not involve the public but that is not always possible. Despite being criminals, they hold to a code. Just what that code is however is not clearly defined but what is known is that they hold a great loyalty to the guild and they make a vow of silence concerning their activities.
Public Agenda
The Masks control the criminal underworld of the Kingdom, it is rare that anything illegal happens without their approval. They engage in spying, information brokering, assassinations, kidnappings, extortion, smuggling, gambling, racketeering, loan-sharking, intimidation and blackmail. In some places its normal for shopkeepers to openly daub the domino mask symbol on their premises to indicate that the Night Masks protect them. The people tend to see the guild and its members as a noble thieves, like the bard tales of old.
Religion
The Night Masks' name and goals were based around the tenets of the Old God: Mask in its beginning, but now most believe in the New God: Norgorber. It is representative of the guilds openness and willingness to embrace change.
