Desire: Recreate the world under the bylaws of what  the Bureau deems the ideal world.
Before the Nexus was actualized Harold Peterson was the Director of The Bureau of Special Investigations and Paranormal Anomalies. The bureau's mission was to store and record mysterious objects of power that seem to warp and alter reality, and to ensure that the public never knows about it. In reality, the OOPs were physical objects that represented the gods that would exist once the Nexus was actualized. Of all the OOPs none were more important to the Bureau than the Necronomicon which granted the Director the ability to warp and alter the chaos that could be found in the everyday world and turn it into organized chaos. 
Once the game begin he almost instantly became the avatar of Cthulhu and used the great old one's power to keep himself hiding from the outside world while he analyzed and planned how to defeat all the other players in the Nexus. That was until the party forced him out of the Bureau. Now he roams the land most likely plotting a way to efficiently wipe out the competition.
