Every port and border in the Empire has an Census and Excise Office ran by an Excise Officer.   Every city, and some larger towns have a Tax Office. The roles of Taxman through Agent have unique duties related to the collection and accounting of funds or the repossession of property. They tend to have more exciting duties than their bureaucratic counterparts. Still, they ware outranked by an Excise Officer despite that position normally hiring out of the Clerk pool.   The capital city in every province supports all of the aforementioned ranks, ran by Inspectors who have broad authority within their jurisdiction, including oversight of other legal guilds.   The Imperial Census and Excise Headquarters is located within the inner ring of the Imperial City, commanded by the Grand Inspector. Although this guild is not considered particularly important, the Grand Inspector answers directly to the Elder Council, and has very broad authority and influence comparable to any of its members.
