Ring of Scale
A separatist group of from the Claws of Veeshan who now reside in Kunark who believe they must take an aggressive policy against non-dragons.
During the Elder Age, some of Veeshan's brood saw the other races being created as flawed and unworthy. The Claws of Veeshan were intent on leaving those lesser races to their own devices, and only dealing with them if they invaded. However, many dragons saw the lesser races as a stain on Norrath and were not content to just leave them be. They thought eradication was the only option, so the Ring of Scale was born.
In the Age of Monuments, the Sebilisian Empire began to grow powerful. The blue dragon Trakanon wanted to crush the Iksar before they became any larger, but the other members of the Ring of Scale voted against him. Despite this, he launched an assault against the leader of the Sebilisian Empire, Rile Sathir, killing him and starting a century-long war between the races. This war would result in the destruction of the Sebilisian Empire, but also the death of the leader of the Ring of Scale, Jaled-Dar. Trakanon would take his place.
