Proskur is a trading city where the Overmoor Trail meets the Winding Road and The High Road. It is heavily traveled by caravans traveling between Irieabor and Cormyr. Like most Dragon Coast trading cities, it is run by a merchant council. However, unlike other Dragon Coast cities, it is long-known to be run by former thieves and thieves guild members of other cities that have long-since given to more honest methods of business.   Proskur is known to be a failry honest region in that its merchants are up-front and honest, many of the merchant council knowing the ways of thieves and burglars, and do not fall to their unlawful methods. Other covert operations in the area are rare as the merchant council is good at ferreting these activities out.   Proskur is not a fortified city, as its citizens can find refuge in nearby fortified manors and small castles of the rich merchant lords in the area in times of danger. Proskur does have a permanent force of men-at-arms, and it’s militia is at a moments call in times of danger from marauders from the Far Hills, or bandits from the Marsh of Tun or open lands to the south. In dire times, Cormyrian Purple Dragon’s from Greatgaunt have ridden in support of Proskur.   Population: Large City, 13,984 (97% human, 3% dwarf) This swells to double this in a good summer trading season, the extra population is generally made up of traders, merchants, and merchant caravans on an overnight stay in Proskur.     Does not include nearby communities   Regular Forces: Proskur regulars numbering around 150, which are on foot or mounted for road patrols (generally scalemail armor, medium wood sheilds, long swords, and light crossbows).   Militia: In times of trouble, 1,300 members of the Proskur population can be called upon to reinforce the Proskur Regulars. This does not include militia from local communities in a 6 mile radius, which can increase this amount by 2-fold.   Budding Rose Inn: A 3-story stone and wood tavern and inn
