Disturbance Spell
A disturbance spell is an incredibly common spell which is taught and learned by most Novians as a first or beginner spell. Many Novians will learn this spell before they grow out of toddler age.
Effect
The spell "disturbs" or dispels one thing within a five meter range of the caster. This disturbance can include anything such as causing shadows to move out of the way, to parting water so the caster can pass through the space.
Side/Secondary Effects
Because this spell is so simple and easy to do, and can also only be done on a small scale, it is known for having few side effects. The side effects that do exist also tend to be incredibly benign, and range from slight dizziness to headaches if the spell is done incorrectly or for too long.
Manifestation
Often when it is used, the spell will cast a small yellow glow from the Magic Tool the user is using for a short period of time. There also is usually a quiet humming in the air for the duration of the spell.

You only need anything under the umbrella of Magic Tools to do this spell.
Gestures & Ritual
One must be touching the Magic Tool they are using in order to use the spell, and it must either be said aloud, or for some who are proficient in magic, simply thinking it is enough.

5 - 10 minutes typically, can go up to an hour if the caster is knowledgable/experienced

The skill level of the user is the only real restriction this spell has, and even then that only effects the efficiency, not the ability to cast the spell entirely.
