Nakhtau Lomr (næxˈtæuː lomr)
Their Holiness the Nakhtau Lomr, is the spiritual leader of Qā-Jāre, and co-ruler of Kharbrand.
Their seat of power is the Place of the White Rock in the capital of Kharbrand, Amayeh.
Qualifications
As well as needing experience with leading a religious community, the role of Nakhtau Lomr also demands a high level of magical understanding and the ability to use that to protect others, while resisting the temptation to stray beyond the bounds of the Qā-Jāre faith.
Requirements
The role of Nakhtau Lomr demands to strength and weakness - the idea lcandidate is passionate without being angry, compassionate without being gullable, able to compromise without becoming compromised, and to move others without misusing them.
These contrasts led to the philosopher Rouyaa Vakili describing then-Nakhtau Lomr Shamsi Deljou as "The Itinerants' Guarddog", describing her as a dog who shows love to its family and ferocity to those who would hurt them. Although official sources were quick to condemn the analogy, Deljou adopted the dog as a her personal symbol for the remainder of her life.
Appointment
The position is an elected one, with appellants chosen from a pool of carefully groomed candidates. The elected candidate remains in the position until retirement unless age, illness or injury renders them unable to fulfil their duties.
The youngest Nakhtau Lomr was 56 at her investiture and the oldest was 68.
Duties
The Nakhtau Lomr is the spiritual leader of the largest faith in the world and - despite their political and administrative duties - remains an active participant in the faith. They preside the five major religious festivals, confirm the appointment of new senior figures in the faith (munimā) and are involved in discuissions about changes to the rules and responsibilities governing the behaviour of both the devout and of magial practitioners in Kharbrand.
Responsibilities
In addition to their spiritual duties, the Nakhtau Lomr is responsible for the spiritual magical protection of the citizens of Kharbrand, its migrant populations, and its pilgrims. Equivalent in political power to the Prime Minister, the Nakhtau Lomr is the ultimate magical authority in Kharbrand and subordinate only to the President
