Ruling
A Ruling is the term for the divine connection on Oabos. The connection manifests as bond between a sentient denizen of the world and the World Core, through an Eldyr. This is a two way bond, facilitating both the individual and the world core to grow in power. The individual gains core stability and a direct connection to core light which helps their own core to grow. As the individual gains in power and experience, some of that power and knowledge is fed back into the world core to help it grow. The Eldyr is a facilitator, amplifier, and guardian of this connection.
The Eldyr is bound to their ruling through both the physical bond and social obligation. All beings in an Eldyr's ruling are under that Eldyr's protection. Far in the past, there were enough Eldyr to make each ruling a small group specially picked to best work together and with their Eldyr. That changed after the Children of Radiance came to Oabos, bringing their radiant being with them and creating the World Star. The World Star's light interferes with the core light of Oabos and make having a direct connection to the world core more important. The constant fighting with the humans also reduced the number of Edlyr in the world dramatically. Now an Eldyr's ruling is more akin to a kingdom they are responsible for, and one ruling could include everyone in a wide region of the world.
When an Eldyr dies, their ruling is severed. If they do not have a successor to pass the ruling to at the time of their death, everyone within the ruling will have their connection to the world core severed. This severing of their connection will trigger the Withering.
