Over the last two weeks, there has been a rash of Lightbringer informants and contacts who have gone silent. Some of these contacts have been found, but now refuse to provide any information to the tower. Conversations with them have uncovered some information about the situation, but there are many gaps in our current understanding. It would appear that none of the contacts or informants have been killed, but many have gone silent or disappeared entirely. It would appear that an individual has been reaching out to many of the spire's contacts directly to dissuade any further communication or cooperation with us.
This individual is currently being referred to in the city as "The Specter". They seem to get information on an individual in contact with the spire, and track them to their home. This "Specter" meets with each of them within their homes, with the only warning being a lack of light. It seems this "Specter" keeps to the shadows and has never been seen directly by anyone they have come into contact with. At least not any that we have found. Our information suggests that those we cannot find have been moved out of the city already.
The Specter's last known location was the home of the coal merchant, Cathlyn Greer. Her husband was a seeker informant and has gone missing as of the light bell. A notice was issued from the Heartlight Spire that Merchant Greer's husband had been reported missing after Greer returned home at the battle bell last cycle, and all the family's hearthlights were out. Once the darkness was driven back there was no sign of our informant. None of his belongings appear to be missing.

Seeker, your assignment is to go into the city and locate this "Specter". Capture them and bring them to the seeker barracks for holding and interrogation. Start by contacting Merchant Greer for any updated news or information.
