Yes, it is a New York, New York situation. It is nearly impossible to gain access and citizenship to the city of Home and those that can usually do so through illegal channels. Once you get into Home, you don't come back, and not necessarily for mysterious or deadly reasons. Anyone lucky enough to gain passage would most likely rather die than squander the opportunity they've been granted.
