Purpose
To validate the identity of a citizenship of Octiragrin. The certificate is necessary when moving to a new location, getting a job, buyin property, trading inside / outside Octiragrin, to exit and enter the country, and other times when identification is needed. Every citizen must get their OCC at age 15 and renew it every five years thereafter. The OCC is recognized in Octiragrin and the countries with which it trades.

Background
When Queen Gwenaria came to power, she instituted the OCC to keep track of citizens of Octiragrin.
History
In 1972 AG, after Queen Gwenaria formed The Grand Council out of The Council of Peers and the Council of Trade and Commerce, they ruled that all citizens must have identification papers to help keep track of population and resource utilization in Octiragrin.
Public Reaction
Reactions were and are mixed. Some think it's a necessity to do honest business and others think it is a threat to privacy.
