Harrow

Harrow is the Warlock capital. Many followers of the Patheon of Chaos also call Harrow home. Harrow is led by a council of representatives both divine and eldritch in Nature. The country is a haven for warlocks; they are held in high regard. Harrow thrives despite being exposed to the monsters of the Whispering Forest. Harrow rarely sees sunlight; there is constant cloud cover. The capital city of Harrow is Nevermore, which is a thriving Victorian-like city.
