Dreamweaver's Blade: Arvelion wields a magical longsword that grants +3 to attack and damage rolls. When he hits with it, the target must succeed on a DC 23 Wisdom saving throw or be put to sleep (as per the sleep spell) for 1 minute. This effect ignores the usual immunity to sleep magic that elves possess.
Actions
Aura of Sloth (60 ft., 3/Day): As an action, Arvelion can emanate an aura of divine sloth. Enemy creatures in the area must succeed on a DC 23 Wisdom saving throw or be slowed, as per the slow spell, for 1 minute. Affected creatures can attempt a new saving throw at the end of each of their turns, ending the effect on a success.
Multiattack: Arvelion can make three attacks with his Dreamweaver's Blade.
Dreamweaver's Blade: Melee Weapon Attack: +14 to hit, reach 5 ft., one target. Hit: 15 (2d6 + 8) slashing damage plus 9 (2d8) psychic damage.
Lay on Hands (100 HP Pool): As an action, Arvelion can touch a creature to restore a number of hit points to it, up to the maximum amount remaining in this pool.
Reactions
Divine Retribution: When a creature within 5 feet of Arvelion hits him with an attack, Arvelion can cause that creature to make a DC 23 Wisdom saving throw. On a failure, the creature is instantly subjected to the slow spell effect for 1 minute.
Legendary Actions
Legendary Resistance (3/Day): If Arvelion fails a saving throw, he can choose to succeed instead.
Arvelion can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. Arvelion regains spent legendary actions at the start of his turn.
Attack: Arvelion makes one attack with his Dreamweaver's Blade.
Cast a Spell (Costs 2 Actions): Arvelion casts a spell from his list of prepared spells.
Time Step (Costs 3 Actions): Arvelion teleports up to 60 feet to an unoccupied space he can see.
