This council represents the interests of individuals with werewolf heritage but who do not fully transform into werewolves. In this context, it's important to note that Wolf-blooded individuals are treated with respect and have an equal status to full-blooded werewolves. There is no discrimination or hierarchy based on bloodline or mating rituals.
