Ithan
City State of Ithan. Wealth is power in Ithan. Status in itself (great deeds and such) mean very little here. As a result money can buy one out of trouble and the poor rarely get protected. The city is set up in two main parts. An upper city for the rich where you need money just to get in. A common city for travellers and for the average. An Outercity for the poor also exists. This area has no real defense and is full of dangers. This is where you would find the thieves' guild and assassin's guild.
Demographics
Humans have a fairly high population here at 40% of all other races. Dwarves come in at 15% marking them as the second highest with flucating populations of all other known races of Ollaras.
Government
The wealthy elite govern the city rarely adding to their number unless enough money is provided to the city for 'improvements' or helping to line the pockets of the others in power. They use this to set up a beuricratic system that insists on liscences for just about everything in the city. Want to sell your items? You need a liscence for that. Oh it's magic? Different liscence required! They do this in lui of taxes but it's hard for outsiders to get things without paying the liscensing fees here. As a result a slum city outside the proper city has sprung up over time.. occasionally paved over by the city itself when they want to expand. This isn't even seen as corruption as the government sees the outside city as nothing more than squatters not paying liscenes.
Industry & Trade
Ithan trades a lot with nations outside the desert along with the occasional tribe that wanders close through the sands. Emlaren to the east and now that a rail line has cut through the Oddling mountains, Hellspring to the north. Much of what they trade is various rock, gem, minerals, and metals from the mines along the north but they are also known for their enchantments that were born out of nessessity long ago. Things like endless pitchers of water. Bags that can create bread (not the best tasting but good for hunger) or something to that nature. If you are looking for something magical that can help you survive in the long term there is a good chance it comes out of Ithan.
Infrastructure
Inspite of the beauracrocy at the heart of the city much of the infrastructure is haphazard built on a whim as long as the propper fees were paid to the right people. As such some areas have grand sewers able to handle a sudden rainstorm (very dangerous in a desert) while others barely have paved roads. However, in the last hundred years, a railroad has been built into the heart of the city where several Emlaren based companies have set up offices so they can shuttle to their home country that is built more on tech than the magic that supports much of Ithan. These areas are far more refinformed in terms of water handling and roads so that wear and tear on the railroad is far less of a hastle.
Districts
Most people looking at Ithan from the outside only see two districts, the city proper and the slums that surround it. Those who buy their way in (or were born there) know that there are many districts.
Elite Housing: Built on a foothill of one of the southern mountains in the Oddling range this area looks over the rest of the city, is easy to defend incase of riots, and is mostly safe from a sudden rare storm that might otherwise flood them.
Guild Row: The part of the city, a long stretch once that expanded into several blocks, all dedicated to guilds. Magic and Artificer guilds take the prime spots as they keep things like food and water supplies going. Fighter type guilds come after, keeping the area safe from desert creatures as well as potential uprising of the poor.
Temple Alley: Found in the eastern part of the city and often overlooked this area has several small temples and one grand all gods cathedral to service the whole city. It leads out to memorials to the dead just outside amid more foothills (less pleasing to the eye according to the rich) and ultimatly to the ruins of a very important temple that stopped being used over 1000 years ago dedicated to the Divine Light.
Merchant Square: A grand bazzard with pleanty of spaces for day merchants to open up stalls or set down blankets, as long as they have the liscence to do so, surrounded in turn by many of the more useful shops needed for daily life of luzzuries.
Residential Respite: This is where most of the non rich citizens who don't live in the guild halls, temples, or their shops live. Mostly on the north side of the city many of the buildings are built with the desert in mind and tend to have several generations at a time.
Guilds and Factions
Many guilds can be found in Guild Row here in the city. As for factions there are a few. The consortion of the rich and powerful have ruled this city for thousands of years since it's founding but that hasn't stopped other groups from cropping up and sometimes causing problems. The thieves guild outside the city for example has at times originized enough to rob even the most well defended rich estate in the city propper, in turn causing the rich who own the fighter guild to take their militia to destroy sections of the slums. This sort of action is not good for outside buisness however, and has lead factions in the temple district to originize and help the poor and displaced, often sponsering them for moving into the city proper.
History
Ithan was built as a trading town in the middle of the Izami desert just south of the Oddling mountains. Here dwarven mining efforts were collected, proccessed, and shipped off to locations outside the desert.
Geography
Much of the city is south of the southern Oddling mountain foothills in the northern Izami desert. Some places have been built at elivation but the city has expanded so much over time that it is now hard to see the foothills at all when aprouching the city.
Natural Resources
Metal, Rock, Gems, other minerals are in abundance in the mountains to the north. Over time rare plants and animals have also been farmed from the desert itself adding to the appeal of living here.
