INTRODUCTION
In the year 2699 through the Mutual Peace Act of the Alliances, Governor Oliveaux Pecanty entered the humans into an alliance with the Triad - the regalans, eldevians, and lorav. Since then, other alliances have been formed. To recognize and solidify these and future alliances, it is requested by the current prime minister of the Omicron Government Raymond Lester, that this Charter be ratified by those already allied.

SECTION 1
THE CHARTER AND ITS GUARANTEES
This charter includes all of the expectations and requirements of those within the alliance and prospective alliance members. Most importantly, however, this charter gives certain guarantees to those allied under the Omicron Government.
The first is the creation of the High Council and the position of Chancellor as the head of the council. Each allied species is allowed a representative within the council. The role of chancellor will be decided by the ambassadors on behalf of their people and with no influence from the Omicron Government. The Omicron Government will only step in upon request or if it deemed unanimously that the current residing Chancellor is willfully undermining the quadrant and its people. 1.1 THE HIGH COUNCIL AND CHANCELLOR
1.2 CHANCELLORSHIP
The role of Chancellor within the High Council is the direct result of a vote by the current residing ambassadors and/or representatives, as stated above. The deciding vote must be that of the majority, no matter the number of allied species. The chancellor will oversee all meetings and make all of the final decisions after hearing what all ambassadors have to say. A chancellor may remain in their position for five years until the next election is held. There are no further term limits on the chancellorship in regards to how many times the individual chooses to run.1.3 AMBASSADORS
Ambassadors will be chosen by each allied species as a means to represent themselves. Ambassadors should be chosen based on their ability to convey the needs of their people and to be able to stand by their people's wishes. The selection of an ambassador is entirely internal to each allied species' governments and will have no outside interference from the Omicron Government. Ambassadors may be appointed and removed at the discretion of the allied species.1.4 MEETINGS, VOTING, AND CONDUCT
The High Council will have a mandatory meeting once a calendar month as decided by the chancellor. Additional meetings may be called at any point if the residing chancellor deems one necessary. Meetings are to be used by the ambassadors to air their grievances, request aid from the Omicron Government/Military, enter into deals with other allied species, or to propose legislation that a) might affect another allied species or b) they would like to put before the Omicron Government. Any other topics the ambassadors wish to bring up will be discussed at the discretion of the chancellor. When votes are held, all ambassadors from each allied species must be represented, even if the ambassador has someone there in their place as a representative. Once the first vote is decided, if there is contention, the chancellor has the authority to hold one more vote in order to resolve it. If the contention cannot be resolved, the chancellor has the choice to either table the vote or make the final decision. Ambassadors are then granted the right to file a petition against the vote if they so choose. It is requested that the discussions within these meetings remain confidential until final votes are made and official press releases are made.2.1 PROTECTION
Those allied have the right to protection via the Omicron Military. Omicron Military intervention is upon the request of the allied species and will not be infringed upon otherwise.2.2 DOMAIN
(Amendment added in 3175 by Prime Minister Margaret Croft) In addition to the Omicron Military, those in the alliance now have the extra and specialized protection of DOMAIN (Defending Omicron’s Major Alliances). Their sole purpose is to aid the alliances where the Omicron Military might not be able to due to other obligations or jurisdictional limitations. They work directly with the High Council and the chancellor. Requests for aid from DOMAIN can be made at any point by any of the allied species.3.1 ECONOMIC CUSHIONS
Allied species with the Omicron government must be able to individually sustain themselves economically but are allowed some assistance should the allied species experience an economic depression or other financial blow. The Omicron Government will only intervene with the intention to get the allied species back on a surer economic footing. Any other forms of welfare or handouts must be handled by the individual governments.3.2 INTERGALACTIC BUSINESS GUILD AND TRADE
Given the agreement between the Intergalactic Business Guild (IBG) and the Omicron Government, allied species will have the option to enter into this agreement and all of the benefits that go with it if they so choose. These benefits include access to IBG ships and special trade deals with other members of the IBG. Beyond that, allied species will also receive preferential treatment in regards to trade above those not allied.3.3 SPACE MARKET
While the Space Market is open to all, those allied will receive all of the information the Omicron Government does in regards to trends and future predictions. As with all things involving allied species' economies, this is entirely optional.4.1 TRAVEL, SHIPPING, AND THE INTERSTELLAR HIGHWAY SYSTEM
Allied species have access to all Omicron Government-owned and operated space stations, way stations, refueling depots, and communication relays. Allied species receive preferential treatment in regards to docking (unless there is a verifiable emergency) and refueling at these stations. Cargo and shipping freighters (including Non-Omicron Naval ships, or NON-ships) are exempt from most docking taxes at Omicron Government-owned docking ports and trade stations. Allied species will receive discounted tolls along the Interstellar Highway System (IHS) if tolls apply.SECTION 2

EXPECTATIONS OF ALLIED GOVERNMENTS AND THEIR PEOPLES
Allied governments are expected to adhere to all of the rules put in place by the High Council and the Omicron Government. Refusal to abide by these laws will result in expulsion from the alliance (upon review). Re-entry may be possible upon specific request, review, and vote by both the Omicron Government and the Omicron High Council.
1.1 LAWS
All allied species are expected to adhere to the laws set in place by the Omicron Government for Omicron proper and the Omicron High Council for the allied species. When traveling through the Main Sector, all ships are within the jurisdiction of the Interplanetary Police and can and will be stopped if violations are recorded. If an allied species law is broken by another allied species, the Omicron Government has the right to step in if deemed necessary or requested, otherwise, local law enforcement and judicial systems will deal with the situations.2.1 PARTICIPATION
The level of participation expected of allied species is the bare minimum, meaning they simply meet the requirements listed in this document. Allied governments can engage as much or as little as they want with the Omicron Government as it is the goal of the Omicron Government to simply be a guiding hand, not a ruling hand for the individual species.3.1 PACT OF NONAGGRESSION
The Mutual Peace Act of the Alliances required that there be no fighting or aggressive acts between those allied. The same is requested with this Alliance Charter. Wars will not be waged between allied species, nor will there be any aggressive attacks (waged by the allied governments), whether it be physical or economic, by any allied species upon another. Allied species do have the right to request help from another allied species against a non-allied species. The Omicron Government and Military reserves the right to intervene in these cases if deemed necessary.SECTION 3

REQUIREMENTS FOR ALLIANCE
The following qualifications must be met by those wishing to seek entrance into an alliance with the Omicron Government. This is to ensure those requesting admittance could stand on their own if need be but will receive the support of the government if requested. Allying with the Omicron Government requires that the individual species still retain governing autonomy within their home systems. Allying with the Omicron Government does not mean governments are taken over. If even one requirement is not met, admittance will not be allowed (amendment added in 2993 by Prime Minister Henry Lester). In the event of extreme or unusual circumstances (ie, should the Omicron Government declare war, in the case of an economic depression, or other such events that are beyond simple fixes), the current prime minister has the authority to deny or admit species requesting alliance.
1.1 MUST HAVE AN ESTABLISHED FORMAL GOVERNMENT
Those seeking admittance must have an established formal government that has been stable for seventy-five or more years. This gives some assurance that the government will not collapse within the foreseeable future after admittance is granted. If an allied government does collapse or experience tumult after admittance, this does not mean automatic expulsion. The situation will be assessed and the High Council will decide on a course of action.2.1 MUST HAVE AN ESTABLISHED STABLE ECONOMY
Those seeking admittance are required to have a stable economy in order to enter into the interstellar economy (Omicron proper). This has nothing to do with involvement in the Space Market or status within the Intergalactic Business Guild. Prospective allies must be able to support themselves economically if something should happen within the interstellar economy. If an allied species experience economic difficulties, the Omicron Government will provide help where they can to get their economies strong again. This aid is only good for two calendar years. If economic hardships persist, the situation will be reviewed by the Omicron High Council.3.1 MUST HAVE AN ESTABLISHED ACTIVE MILITARY
Those seeking admittance must have an established and active military. This does not mean they have to currently have deployed troops, but rather a military force ready to be deployed at a moment’s notice should they be needed. Upon entering the alliance, the allied government is agreeing to offer its military forces if they are required to do so. This also provides assurance that the allied government could defend itself on the occasion that the Omicron Military is required elsewhere.4.1 MUST CURRENTLY BE IN PEACETIME
(Amendment added in 3137 by Prime Minister Peter Booth) Those seeking admittance must not currently be at war, neither at home nor abroad. This does not ban those within the alliance from going to war (though it is discouraged), but throughout the process of requesting and confirming alliance, the government must be currently in a time of peace.SECTION 4

REQUIRED LAWS OF GOVERNMENTS REQUESTING ALLIANCE
(Amendment added in 2848 by Prime Minister Raymond Lester) Governments requesting admittance must have the following laws explicitly written within their constitutions or other written expressions of law. While most laws and the enforcement of said laws are up to the individual governments, the ones listed in the Charter are required and must be enforced by the governing body. These are non-negotiable and admittance will not be granted if these requirements are not met. Violations of these laws - even if they are in place - will see an immediate suspension in alliance status until the High Council can convene and properly address the situation.
1.1 LAWS AGAINST TORTURE
Governments must have laws against mandated torture, ie, the governments or their police or military do not have the right to torture those in their care whether they are an allied species or not.2.1 LAWS AGAINST CHILD LABOR
Governments must have laws against the enforcement of child labor. This does not mean children cannot work, but they should not be required, especially in cases of hard, manual labor.3.1 LAWS FORBIDDING SLAVERY
Governments MUST have an explicitly written law forbidding the buying and selling of slaves, the use of slaves, and the enslavement of any peoples within the Omicron Quadrant. Should an allied species be accused of any acts of slavery, their government must be proactive in their attempts to stop it. If there is proof of this law being violated by the allied government, there will be immediate expulsion from the alliance and re-entry will not be allowed for the foreseeable future.4.1 LAWS AGAINST THE SUPPRESSION OF SPEECH
In accordance with the Omicron Government's current laws and rights, allied species are required to have laws in place protecting the freedom of speech and expression. Any laws against this run incongruent with current laws on the books and would prove contentious for an alliance, therefore, allied governments must not censor their people.
