World Nobles, also known as Celestial Dragons, are decendants of the original bloodline that founded the World Government. Most are inbred and very lacking in intelligence and morality. They see themselves as literal gods and will do anything they desire. They have complete control of Cipher Pol 1-8 and have the authority to summon a Marine Admiral.
