Angels are those divine beings that maintain order on Orasrupt, at least attempting to prevent crime - at least, that was the original intent. Now, they have fallen into a semblance of dejected neutrality. They have widely failed at their role of maintaining order and peace in the city, and now only attempt to further their own goals and prevent the most despicable crimes.
Angels are commonly defined as ‘rigid’ and ‘burning with a fierce and terrible cold’. All angels have a strong sense of self, grasp on reality, and remarkable willpower.
All angels were imprinted with Old Law, giving them inherent knowledge of all laws and an incredibly strong sense of truth, honor, and justice. How they interpret these rules can vary widely depending on the individual angel, as any attempt at organising angels into a unified force has failed since the Universal War.

Anatomy

There are two parts to an Angel - the soul, and the vessel. An angel is typically brought to the material realm via a complex ritual that summons the spirit of an angel into the body of a living mortal, willing or not. The angel possesses the body until the body is killed, burnt out, or in rare cases, left. These abandoned shells are commonly referred to as Aasimar.

As they age (without being destroyed and forced to reincarnate), Angels progress through these stages that represent their power from weakest to strongest:

Naming Traditions

Angels typically have complex names that signify their commitment to stopping evil and upholding the law. Archangels do not have similar conventions, with many of them favouring single names.

Major Organizations

The Angels were once united under the massive angelic order known as the Repenting Knights of the Splendid Flame. However, when the Universal War pointed its anger at the angels, the resulting massacre lead to a fragmentation of the order. They have since degraded into three camps, the vestiges of which can still be seen today.
The Awoken Order of the Heavenly Pact
The Awoken Order of the Heavenly Pact are the angels that strictly uphold the Heavenly Code within the Broken City. Although they are meant to stick closely to the Code, their order has been corrupted, usually picking and choosing what to uphold or ignore. Though some still stick strictly to their original doctrine, many do not.
The Silenced Tongues of Divine Will
The Silenced Tongues of Divine will tend to favor a charitable path over an active path. In recent times, they have overall gone into solitude, meditating on the teachings of the gods. Their angels are sworn to silence.
The Unrelenting Crusade of Infinite Inferno
The Unrelenting Crusade of Infinite Inferno were once seen as the divine warrior caste of the angels, kicking in the door to break the chains of oppression and see to it that righteousness would prevail. They were the most unbound by the Heavenly Code, and left to their own devices. However, their numbers are few now, with their souls being ripped from the bodies of their Mortal Hosts and destroyed by those who wish for power unlimited. Further, they have committed themselves to disrupting organisations and killing individuals they do not agree with.

Beauty Ideals

An angel's soul taking the appearance of a mortal is strictly frowned upon, and Angels are frequently 'banished' because of their attachment manifesting in this way - their mortal body destroyed, and their soul cast into the void.

Angels favour gender neutrality, but lean towards masculinity in their presentation.

Angels can range in height. Although their hosts are generally human sized, their souls can be much larger than their containers. Generally speaking, the bigger the soul, the more powerful the angel.

With the variance of angels, it seems that no two angels have the same physique.
An angel's soul tends to change based on their relative "humanity," or their empathy with mortals and their world. An angel who is disassociated with or dislikes mortal society would have an inhuman, or even bestial soul; an angel who cares for or associates closely with mortal society would appear incredibly humanoid, but still notably angelic.
