City-Watch? More like Pity-Watch...

Nowadays, we have the City Watches. And they are... not quite as efficient at keeping the peace. First off, there's the utter lack of professionnalism. Be it in the physical prowess of the Watchmen or in their rigor when investiguating an issue. Then there's the simple lack of resources. There one Watchman for every hundred citizen, just not enough to protect everybody while keeping monsters away from the walls. Of course there are always exceptions, like Watch-Captain Bohen back in Sang-Fond. But he's the exception that proves the rule given how every other Watches speak of him.
